Afghanistan: the situation of individuals who worked for the former government, international forces, or the judiciary under the Islamic Republic of Afghanistan (2004 – 2021)

Asylos’ new COI report covers the situation of individuals who worked for the former government, international forces, or the judiciary under the Islamic Republic of Afghanistan (2004 – 2021), drawing on material published between September 2024 and October 2025. The report shines a spotlight on persisting human rights violations against individuals who worked for the former government in civil or security roles or with international forces, despite the Taliban’s declared general amnesty. Arbitrary detentions, torture, and extrajudicial killing are among the human rights violations documented by multiple sources. This compilation of information also highlights the particular vulnerability of former female judges, either forced into exile or in hiding within Afghanistan.

Asylos’ commentary of the UK Home Office’s Country Policy and Information Note Afghanistan: Fear of the Taliban (V4.0 & V5.0) argues that country of origin information does not support a conclusive assessment that there is no general risk to former government officials, discusses the impact of limitations on reporting on access to information, and points to a selection of recent relevant sources.
